Chandigarh: To improve the efficiency of the functioning of all urban development authorities in the state, the Chief Minister of Punjab, Captain Amarinder Singh, on Wednesday virtually launched an online citizen portal to provide all services related to the city. property transparently.
Welcoming the user-friendly initiative of the Punjab Urban Development Authority (PUDA), the Chief Minister said that this would greatly benefit citizens across the state and allow them to benefit from all the services relating to property matters of fluid and transparent manner, thus eliminating undue delays and corrupt practices in the process.
In a presentation at the launch of the portal at the cabinet meeting, Senior Housing Secretary Saravjit Singh informed the cabinet that the portal has been developed to simplify business processes / workflows in each department without changing the system. All documents and notations are digitally signed and thumb marked on a biometric device to ensure that work is not passed on to another. Information on laws, rules, master plans, tender / auction notices / landowner assessments / property details will all be available on one website. The software can be easily configured for any new service, any department, because at the core all government processes are similar.
This unique online portal would guarantee fully dematerialized operation, from application to final output, within a limited timeframe. The input forms have been carefully designed in a simple format so that an average citizen can understand and complete them. The documents to be submitted are clearly mentioned at the top of each application, as well as the stages of its processing and the deadlines to be respected at each level. All the organizational hierarchies have been mapped in the software, with an update of the display at each position.
Action at each level is time-limited and limited to authorization, and no intermediate level can raise the requester’s question or dismiss it, which is currently the main reason for delays and harassment of citizens. Pendency at each level is flashed at all higher levels automatically, and each request is sent and processed in parallel to all relevant departments viz. finance, real estate and engineering, thus saving processing time. The data is 256-bit encrypted, under the digital signatures of the chief administrator and another executive, and therefore cannot be tampered with.
