New Delhi: The Department of Disability Empowerment (DEPwD), Government of India issued a notification in Gazette SO 1736 (E) of 05.05.2021, requiring all states / UTs to issue a certificate of invalidity in online mode only using the WEF portal UDID 01.06.2021.
The central government notified the Disability Rights Rules, 2017 under RPwD, 2016 on June 15, 2017. Rule 18 (5) mandates the central government to designate a date making it mandatory for the state / UT authorities to issue a disability certificate via the online mode. The Central Advisory Council on Disability headed by the Minister of Social Justice and Empowerment discussed this issue in its last meeting held on 26.11.2020 and recommendation of a mandatory online disability certification from 01.04.2021. However, given the elections in some states / UTs in March-April 2021, online certification is now made mandatory as of 01.06.2021. take immediate action to ensure compliance with this notification.
The UDID project has been implemented since 2016. Relevant authorities from all states / UTs have received training from DEPwD to work on the UDID portal (www.swavlambancard.gov.in). States / UTs have had sufficient time to go online. It will ensure full digitization of disability certification from 01.06.2021, in addition to providing a viable mechanism for cross-checking the authenticity of the certificate to achieve pan-Indian validity, and simplifying the process for the benefit of Divyangjan. .
